    The problem

    Fuel handling failures are the reason EfW plants miss availability, not the turbine.

    Reception, storage, conveying and feeding systems for a heterogeneous fuel see mechanical failures during commissioning that a clean-fuel plant never would, and every one of them needs to be closed before combustion tuning can proceed reliably.

    Combustion tuning itself is iterative — grate speed, air distribution and fuel feed rate adjusted repeatedly against emissions readings — and without a structured record, the tuning history is lost between shifts.

    Setting up the register

    Fuel handling, boiler and flue gas treatment are separate subsystems with separate completion paths.

    The plant is broken into fuel reception and storage, conveying and feeding, boiler and grate, flue gas treatment, turbine and generator, and balance of plant — each with its own equipment tags and record set.

    P&IDs, mechanical flow diagrams and equipment lists are parsed into a reviewed register, so fuel handling equipment — cranes, shredders, conveyors, feeders — carries the same rigour as the boiler itself.

    Prerequisites are mapped between subsystems, so combustion tuning cannot start against a fuel feed system that still has open mechanical punch.

    Combustion tuning and emissions

    Tuning runs are logged as records, not left in an operator's notebook.

    Each combustion tuning run — grate speed, air split, fuel rate, resulting emissions and steam parameters — is captured against the boiler subsystem, building a history that shows what setting produced what result.

    Continuous emissions monitoring commissioning and the compliance test campaign are recorded with the same rigour as the readings a permit will require, held against the flue gas treatment subsystem.

    Because tuning history is retained rather than overwritten, a later problem can be traced back to the setting that was in place when it started.

    First fire depends on fuel handling being mechanically complete and loop-checked, ash handling being operational and flue gas treatment being commissioned to the point of safe operation.

    Ash handling and feedstock quality

    A biomass or EfW plant fails on the fuel going in and the ash coming out, and both need their own commissioning evidence before combustion tuning can be trusted.
