Building commissioning tools organise around equipment, checklists and functional tests. Industrial completions systems organise around a tag register rolled into subsystems, with certificates gated on signed evidence. This guide sorts eight options into those two groups and says plainly who each one is for.

    Procore

    Best for: Running the construction project around the commissioning scope

    A construction management platform covering contracts, RFIs, submittals, drawings, financials and location-based punch. It is on this list because teams frequently ask whether it can absorb commissioning; for light building scopes it sometimes can, and for certified completions it cannot.

    Legacy completions systems

    Best for: Mega-projects with a dedicated completions systems team

    The WinPCS, Hexagon and InEight class of system models the right domain — tags, subsystems, certificates, preservation — and is proven on very large programmes. The friction is operational rather than conceptual: long configuration cycles, seat-based access and vendor-dependent change.

    • Setup can consume a phase of the schedule
    • Licensing often rations field access
    • Configuration changes typically need the vendor
    08No dedicated system

    Excel and paper

    Best for: A single small scope with one register owner

    Still the most widely used completions tool in the industry, and genuinely adequate for a single package with a few hundred records and one editor. It fails at the point where several parties edit the same register, evidence must bind to individual tags, and certificates must be blocked until their records are signed.

    • No cost, no rollout, no training
    • Total flexibility of layout
    • Works anywhere, including with no power or signal

    Where it stops

    • Cannot enforce prerequisites or gate a certificate
    • Registers fork once more than one person edits them
    • Dossier assembly becomes a scanning exercise

    How to shortlist

      What is the unit of record?

      Equipment and functional test points to building commissioning. Tags rolled into subsystems points to industrial completions.

    2. 02

      Can it refuse a certificate?

      Ask it to issue a mechanical completion certificate with an unsigned ITR and an open category A punch. If it lets you, gating is advisory.

    3. 03

      Is progress derived or typed?

      Progress calculated from signed records reconciles at audit. Progress typed into a status field does not.

    4. 04

      What happens with no signal?

      Completions work happens in plants without coverage. Offline execution with sync on reconnect is a requirement, not a feature.
