What is the unit of record?
Equipment and functional test points to building commissioning. Tags rolled into subsystems points to industrial completions.

Can it refuse a certificate?
Ask it to issue a mechanical completion certificate with an unsigned ITR and an open category A punch. If it lets you, gating is advisory.

Is progress derived or typed?
Progress calculated from signed records reconciles at audit. Progress typed into a status field does not.

Field completions work happens in plants without coverage. Offline execution with sync on reconnect is a requirement, not a feature.
