    The problem

    Two commissioning regimes, one interconnection point, and neither vendor is responsible for proving they work together.

    The PV EPC contractor commissions strings, combiner boxes and inverters against a solar test regime; the BESS integrator commissions racks, PCS units and fire suppression against a storage test regime; both hand off to a shared point of interconnection and a hybrid control system neither one owns end to end.

    Setting up the register

    PV blocks, BESS containers and the hybrid controller are tagged assets sharing one interconnection gate.

    Single line diagrams covering both the PV array and the BESS are parsed into one register, so every string, inverter, battery rack and PCS unit carries its position relative to the shared point of interconnection.

    Execution

    PV commissioning, BESS commissioning and dispatch testing are gated independently, then proven together.

    String testing and inverter commissioning on the PV side run in parallel with battery rack acceptance and PCS commissioning on the storage side, each against its own test regime and its own vendor punch list.

    Once both sides report mechanical completion, dispatch logic testing verifies the EMS charges the BESS from excess PV generation, discharges on schedule or grid signal, and respects ramp-rate and export limits set by the interconnection agreement.

    Findings from dispatch testing are logged against the EMS or hybrid inverter tag rather than against either the PV or BESS side alone, so a control logic fault is not mistakenly chased as a PV or storage hardware defect.

    Combined COD and handover

    The asset owner inherits one plant, not two commissioning files that happen to share a substation.

    PV commissioning reports, BESS safety and PCS records, and EMS dispatch test results all export from the same register, so the combined COD evidence pack demonstrates both technologies and their coordination in one submission to the utility.
