It breaks down once several parties edit the same register, evidence has to stay attached to individual tags, and certificates must be blocked until their underlying records are signed — none of which a spreadsheet can enforce. The problem
Excel does not fail dramatically. It fails cumulatively.
There is no single moment where the spreadsheet stops working. The register forks, evidence detaches from status, and one day the weekly consolidation takes longer than the fieldwork it describes.
It has no concept of a relationship
A certificate depending on ITRs which depend on tags being in the right subsystem is a relational structure. A spreadsheet stores it as text in adjacent columns and cannot enforce any of it.
Concurrency is unsolved
Multiple people editing the same register means either a locked file or several copies. Both are worked around by emailing versions, which is how the register forks.
There is no field client
Work happens on paper in the plant and is retyped later, adding days of latency and a second chance to introduce errors.
Evidence lives elsewhere
Signed sheets and photos sit in folders and phones. The tracker records a claim about them, not a link to them.
