Procore is a construction management platform, and for contracts, RFIs, drawings and financials it is usually the right system to keep. What it does not carry is the subsystem layer: tags rolled into subsystems, ITRs signed against them, punch categorised so it gates issuance, and certificates derived from that evidence. Most teams run both rather than choosing between them.

The problem
The gap is structural, not a missing feature.
Construction management tracks the building of the asset. Completions tracks the proof that the asset works, in a hierarchy the construction model does not have.
No subsystem layer
Certificates are issued per subsystem. Without that layer, teams simulate it with naming conventions and custom fields, which nothing can enforce.
Punch is snagging, not gating
Construction punch is a defect list to clear. Completions punch has categories that decide whether a certificate can be issued at all.
Progress is not derived from evidence
Reported percentages come from judgement rather than counted, weighted, signed records — so the report and the evidence drift apart.
Preservation has no home
Equipment installed months before start-up needs scheduled preservation against tags. That is not a construction workflow.
