The consent does not care which contractor built which tank, and a spreadsheet cannot show which stage is actually treating flow to standard.
A wastewater works is inlet screens and grit removal, primary settlement tanks, biological treatment — often several parallel aeration lanes or filters — secondary settlement and a tertiary or UV stage, built and commissioned by separate civil, mechanical and MEICA contractors.
When dry commissioning sheets, blower and diffuser test records and final effluent sampling data sit in separate contractor binders, nobody can confirm before the environmental regulator's inspection that every stage is proven against the discharge consent, not just installed.

Execution

Dry commissioning proves screens, sluice gates, blowers and pumps operate correctly before crude sewage is introduced, and wet commissioning then proves hydraulic loading, settlement performance and aeration control under real flow.
Biological process proving establishes a stable sludge age and dissolved oxygen profile across the aeration lanes, with seeding and ramp-up captured against the specific lane rather than the works as a whole.
Vendor punch from the blower OEM, the settlement tank contractor and the instrumentation supplier is logged at the specific asset, so one open item does not block acceptance of flow to an unrelated lane.
Consent compliance and handover
The works is accepted into full operation from proven consent compliance, not a description of what the effluent looked like on the day of the inspection.
Final effluent sampling, consent parameter trending and biological process stability are captured against the same register used through dry and wet commissioning, so the compliance evidence pack is an export rather than a last-minute assembly.
The handover pack for the operations team includes as-built P&IDs, blower duty curves and process control set points exported per stage, giving the works operator the same record used to prove consent compliance.
Every signature carries a name, role and timestamp, which is what the regulator and the water company's process team expect before the works is declared fully commissioned rather than provisionally accepting flow.
