    The problem

    A network scheme is hundreds of pipe sections, and a spreadsheet cannot show which one has actually passed its bacti sample.

    A trunk main or distribution network scheme is built in sections by different civil crews over months, each section needing its own swab, pressure test, chlorination and — critically — a clear bacteriological sample before it can be connected live.

    When swabbing records, pressure test charts and lab sample results sit in a site engineer's notebook and a separate lab portal, nobody can confirm at connection which sections have a clear sample and which are still awaiting a retest after a failed result.

    Setting up the register

    Main sections, valves and reservoir cells are tagged assets matched to the network schematic.

    Network schematics, main lay drawings and reservoir general arrangement drawings are parsed into a reviewed register, so every main section, valve chamber and reservoir cell carries its chainage, its material and its design pressure from day one.

    Swabbing checklists, hydrostatic pressure test templates and disinfection and bacteriological sampling sequences are defined once and instantiated across every section, so a scheme with two sections or two hundred uses the same proven test set.

    Reservoir structural inspection, cleaning and cell-by-cell disinfection are held as their own record set, distinct from main commissioning, because a reservoir often has its own separate fit-for-supply gate before it is brought online.

    Execution

    Swabbing, pressure testing and disinfection are proven section by section before a live connection is made.

    Each main section is swabbed to remove construction debris and hydrostatically pressure tested to its design pressure before being chlorinated to a specified concentration and contact time, with results captured against the exact section rather than the scheme as a whole.

    Following chlorination, sections are flushed and a bacteriological sample is taken and sent to a laboratory; a failed result triggers a re-flush and re-sample against the same section, so the retest history is never lost.

    Reservoir cells follow the same discipline — structural inspection, cleaning, disinfection and sampling — logged per cell, so a two-cell reservoir can bring one cell into supply while the other remains under test.

    A section joins the live network on a clear sample, not on an assumption that yesterday's flush was probably enough.

    Fit-for-supply sign-off draws on the same swabbing, pressure test and bacteriological sample records built during commissioning, so the evidence the water company's water quality team requires before a live connection is an export rather than a phone call to the lab.

    The handover pack for the network operations team includes as-built main lay drawings, valve schedules and reservoir inspection reports keyed to the asset register, ready for network operations from the moment supply begins.

    Every signature carries a name, role and timestamp, which is what the water company's water quality and network teams expect before a section is declared live rather than provisionally connected.
