The problem
Two standards, one register, and a government reviewer who will ask for both.
A naval build has to satisfy classification society rules and a naval authority's own standards at once, and the acceptance authority will want to see traceability against both without being handed two separate paper trails.
Security classification of drawings and data adds a further constraint that commercial shipbuilding does not carry, and it has to be respected by whatever system holds the records.

Setting up the register
Combat systems, hull, machinery and habitability each carry their own governing standard.
The vessel is modelled by system, with each tag carrying a reference to the classification rule, naval standard or specification clause it has to satisfy.
Equipment lists and system diagrams are parsed into the register at whatever security level is appropriate, with access controlled by role and clearance rather than by who happens to have the file.
That structure is what lets the programme demonstrate compliance against a mixed standard set without maintaining separate systems for class and for the naval authority.
Trials programme
Contractor sea trials and acceptance trials are distinct gates, both fed by the same records.
Contractor sea trials demonstrate the vessel meets specification under the builder's own oversight, ahead of formal acceptance trials witnessed by the procuring authority.
Both trial programmes draw on the same underlying installation, test and functional records, so results are consistent rather than reconstructed differently for each audience.
Findings from either trial are logged as punch against the tag they concern, with security classification respected in how that finding is shared.
Government acceptance
The acceptance package has to withstand scrutiny years after delivery, not just at handover.
The formal acceptance package assembles signed records, trial results and traceability evidence against every requirement in the specification, in a form the procuring authority's own quality organisation can audit.
Because every signature carries a name, role and timestamp and records are retained unaltered, the package holds up to review long after the delivery ceremony.
Configuration and as-built data handed over at acceptance becomes the baseline for the vessel's through-life support programme.
Combat system integration, kept separate and linked
Weapons, sensors and platform systems are commissioned by a different organisation, on a different clock, and still have to prove out together.
Combat management, sensors, weapons and communications systems are typically integrated and tested by a systems integrator or the original equipment supplier, on a schedule and under a security regime separate from the shipbuilder's hull, machinery and platform system commissioning.
Integration testing — combat system to platform interfaces, power and cooling loads, electromagnetic compatibility, and the eventual combat system sea trials — depends on the platform systems beneath it being proven first, a dependency that is easy to lose when the two programmes run in separate documentation with different security markings.
