The facility is treated as background until a hull is waiting on it.
Goliath cranes, graving or floating docks, dock pumping systems, quayside power and utilities and yard workshops are commissioned by a mix of specialist contractors and yard trades, often under less scrutiny than the ships that will use them.
When a hull is ready to move onto a dock or under a crane that has not itself been proven, the facility becomes the schedule constraint the whole programme was built to avoid.

Setting up the register
Cranes, docks and utilities are subsystems with their own completion paths.

Facility drawings, single line diagrams and equipment schedules are parsed into a reviewed register, so every crane, pump and distribution board carries its drawing reference.
That structure is what lets the yard commission a dock or a crane independently of the hull programme, while still linking the two where a hull genuinely depends on a specific facility asset.
Execution
Installation, load testing and dock trials captured against the facility asset, not a project file.
Contractors and yard engineers sign installation, functional test, load test and dock trial records on tablets at the equipment, including statutory lifting equipment certification.
Punch is raised with photos and categorised by whether it blocks facility acceptance or the first hull dependent on it.
Progress rolls up per facility system, which is the level yard management actually needs to plan the next docking or lift around.
Facility acceptance
A crane or a dock is accepted on the same evidence chain as a ship system.
Facility acceptance depends on installation, functional test and statutory load test or dock trial results, each enforced as a prerequisite from the records beneath.
The dossier per facility asset gives yard operations and the classification or regulatory body responsible for lifting equipment and dock structures what they need for ongoing statutory compliance.
The asset history then supports periodic re-testing and inspection long after the original commissioning project has closed.
The re-certification clock never stops
A crane or a dock commissioned once then needs proof-load testing and inspection on a statutory cycle for the rest of its service life.
Unlike a ship that is delivered and moves on, yard infrastructure stays in service for decades, and cranes, lifting gear, dock caissons and pressure systems each carry statutory re-inspection and proof-load testing intervals that keep running long after the original commissioning project has been closed out and its team reassigned.
When that history is filed away at project closeout, the next due date is tracked on a maintenance planner's own list, disconnected from the original test certificates, and a lapsed statutory inspection on a Goliath crane can stop a hull lift with no warning.
