Pre-commissioning checklist: free template by discipline (Excel and PDF)
Deskely Completions team Singapore
Pre-commissioning is the work between mechanical completion and commissioning: flushing, pressure testing, insulation tests, loop checks, alignments and the other cold, de-energised checks that make a subsystem safe to energise or fill.
This page gives you a free pre-commissioning checklist in Excel and PDF, organised by discipline, and explains where pre-commissioning starts and ends.
- Pre-commissioning runs from mechanical completion to ready for commissioning.
- The checks are mostly cold and de-energised, recorded on B ITRs.
- Work per subsystem, with every check pointing to its record.
- It ends with the ready for commissioning (RFC) certificate.
What is pre-commissioning?
Pre-commissioning covers the checks and preparation done after a subsystem is mechanically complete and before it is energised or filled with its working medium. It proves the subsystem is clean, tight, correctly connected and safe to commission.
The work is recorded on pre-commissioning or B ITRs, one per tag and check, and ends with the ready for commissioning (RFC) certificate.
The checklist, discipline by discipline

Piping and mechanical. Flushing or blowing, chemical cleaning, pressure test packs closed and reinstated, drying and purging, leak tests, alignment, lube oil flushing, box-up of vessels, temporary strainers.
Electrical. Insulation resistance and continuity, terminations, earthing, relay settings, transformer tests, switchgear checks, motor solo runs, UPS and batteries.
Instrumentation and control. Calibration, loop checks, valve stroking, safety valves, I/O checks, cause and effect logic tested cold, fire and gas detectors.
Close-out. B ITRs signed, open punch listed, and the RFC certificate signed.
How to use it
- 01One sheet per subsystem
Fill in the system and subsystem, the MC date and the target RFC date.
- 02Tailor it
Mark checks that do not apply as N/A and add any your procedures require.
- 03Point to the record
Each line names the record that proves it; replace it with your own document numbers.
- 04Update as you go
Set Done, Open or N/A; the counts at the top update by themselves.
- 05Sign at RFC
Construction, commissioning and the client sign when the subsystem is ready for commissioning.
From one subsystem to hundreds
The checklist summarises; the evidence is in thousands of B ITRs, test reports and certificates. On a large project, the status of each subsystem is only as good as the last manual count.
Deskely computes readiness for RFC from the records themselves, so each subsystem shows what still stands between it and commissioning.

Frequently asked questions
What is pre-commissioning?
The checks and preparation done after mechanical completion and before commissioning, such as flushing, pressure testing, insulation tests and loop checks, to make a subsystem safe to energise or fill.
What is the difference between pre-commissioning and commissioning?
Pre-commissioning is mostly cold and de-energised. Commissioning introduces power and the working medium and tests the systems dynamically.
What certificate ends pre-commissioning?
The ready for commissioning (RFC) certificate, signed per subsystem.
Is this the same as a commissioning checklist?
It goes deeper into the pre-commissioning stage by discipline. The commissioning checklist covers a subsystem from MC all the way to handover.
